In Turkey, all schools must be non-religious, so medresses are now all considered to be museums.

There is a story about why the minerets are unfinished.   When the medresse was being built, the master architect was overseeing the building of one mineret and an aprentice architect was overseeing the building of the other.   As the work progressed it became aparent that the aprentice's mineret was better than the master's, and so the aprentice began to boast about his achievements (rather than being humble and thankful for his skill).   In shame the master took his own life; but then the aprentice realised what a terrible thing he had done and took his own life too.   The minerets were left incomplete, with just a tile roof being added at the point that should have been the first balcony.
