This is designed to drop power to the relay coil (and thus switch to mains power) as the voltage drops below 12V, and not power the relay again (to switch back to DC power) until the voltage rises above 13V. Note that the internal voltage reference/threshold is at 1.15V, so there should be a drop of 1V per 100K in the divider network on the left.
